late word that president obama will meet tomorrow with congressional leaders for one more shot at keeping the country from going over the fiscal cliff. before we get the latest on that, though, let's clear one thing up. everyone talks about the cliff as if it's simply materialized from out of the blue. keeping them honest, that is just not so. the package of drastic budget cuts and tax increases that goy into effect tuesday morning are totally manmade, totally avoidable, and all sides know it. it's a kind of legislative dooms day machine written by the men and women who work here and signed by president obama. the idea being to make it so painful not to cut a deal on taxes and spending that they would be forced to cut a deal on taxes and spending. except keeping them honest, they haven't done it. even though they knew the stakes, they knew the deadline, and both sides promised that this time things would be different. >> we need to return to fiscal responsibility. >> how is it that we're going to be able to do that? getting our fiscal house in order. >> the american people have spoken lou

president obama in that meeting apparently told them try and work something out. and reid left and made a statement last night, as did mcconnell, that they're going to try and work something out. the best-case scenario is that sometime tomorrow they are able to put it to the senate and then it quos to the house, and then there's a real bill that sounds like a compromise. it's not the grand bargain we were all looking for. it will be some kind of deal to stop going over the cliff. option two is what we're talking about here, that those two can't get a deal and they put something forward and everybody in the senate and subsequently hopefully in the house gets to say yea or no to it. you're on the record. if you go over the cliff, everybody know where is you stood in trying to prevent that from happening. >> do you think the average american, all of us, makes heads or tails -- >> no. >> -- out of what this impact will be on our wallets? >> no. first of all, it's stupid. it's stupid that we're here. there's been nothing that has happened economically that we've been a

on "meet the press." a recent poll shows that more american will hold congressional republicans responsible for going over the fiscal cliff instead of the president. 48%-37% there. has making his case to the public either on recent trips or with his upcoming appearance, has that really given president obama the leverage in this debate? >> i certainly think it has helped because what this president has been good at i think throughout his tenure through the white house and definitely through the campaign is making the issues that he is fighting for and that he has been talking about relevant to everyday americans. and he has been asking for those same americans to make their voices heard with their congressional leaders. and as we all know, there is no one more important to congressional leaders than their own constituents back home. and so when the president asked constituents to let congressional leaders know what it's going to mean to them if their taxes rise on january 1, then leaders are going to hear
